Lots of people get mixed up between speaking in tongues and the Holy Spirit. They are related but not the same. To receive the Holy Spirit is to be literally clothed with power from on high. You don't have to speak in tongues, but tongues is a gift of powerful prayer language that becomes available to you. The clothing with power from on high (the baptism of the Holy Spirit) is generally received by the laying of hands of the elders of the traveling ministries in the church, though God can give this gift in any way He sees fit and at any time He sees fit.
The spiritual gifts of 1 Corinthians 12 are quite another subject beyond the tongues of angels and being clothed with power from on high.
